Restoration Project for the
Martín Peña Channel Ecosystem

 

The Martín Peña Channel is a 3.75-mile-long tidal channel located in the heart of the Metropolitan Area in San Juan, Puerto Rico. It connects the San José lagoon with the San Juan Bay and is part of the San Juan Bay Estuary, the only tropical estuary included in the National Estuary Program of the United States Environmental Protection Agency.

The Channel is blocked. Its waters do not flow in the eastern half. The historic settlement process, the lack of basic infrastructure, and the discharges of sanitary waters into the Channel have combined to significantly deteriorate its ecosystem. The environmental degradation of the Channel produces frequent wastewater flooding, which endangers the health and safety of 26,000 residents from its eight neighboring communities. It also compromises the integrity of the San Juan Bay Estuary and increases the vulnerability of infrastructure installations that are critical for Puerto Rico’s development. Restoring the Channel opens new windows of opportunity for the communities along its path, for the whole city and for the tourism industry.

For years, the communities settled along the Martín Peña Channel have worked with the Government and private organizations in developing the Martín Peña Channel ENLACE Project as an integral and participatory response to the complex challenges faced by the area. One of the main elements of the ENLACE Project is the environmental restoration of the Channel. Through the federal Water Resources Development Act (WRDA) of 2007, the United States Congress assigned $150M to the Caño Martín Peña Ecosystem Restoration Project, subject to the determination of feasibility by the United States Secretary of the Army.

The Caño Martín Peña Ecosystem Restoration Project intends to restore the water flow between the San José lagoon and the San Juan Bay through the dredging and canalization of 2.2 miles in the eastern portion of the Channel.

The Final Feasibility Report and Environmental Impact Statement for the Caño Martín Peña Ecosystem Restoration Project will be available for public review from Friday, February 19, 2016, to Sunday, March 21, 2016.
